Dude you are being harsh. Not everyone in this world have equal mindset. This old man might also have psychological issue. He could be mentally handicapped or his mindset might be in the wrong place due to all the hardship that he has been facing. It is not easy being alone in this work with you have lost your direction in life. For these people, even maintaining a job is beyond their capability, not so much as physical but more like psychological. No one in their right mind would want to be homeless and begging for food.

I think TS have a good point of trying to help this man get registered with social welfare department. They would be able to help. If TS or anyone staying nearby who can help, try to find out what whether can get his IC to be registered with social welfare. Without knowing anything, he may even be fresh out from jail and or even a drug addict. However, from the picture he seems like a decent old man. Oh well...life is harsh.
