There's always risk if you buy or trade phone online. Perhaps before you trade you should think twice, why would the trader trade his better iPhone 8 to your 6s? In any case you have the chance to check everything during COD. Phone broke down after 1 week of personal warranty by TS a bit unfortunate.

Fraud, especially fraud that will only happen in the future, is not something you can check for in the short time available for a COD. Many, but not all, people can pay RM100 and pick-up a brand new RM3000 phone and sell it to you for RM2500 with a year's warranty. Totally legitimate device at that time but stops working after a couple of months. IMEI blocking protects telcos by discouraging one from running away with the phone but it doesn't prevent sale of the phone.

I agree with you that you cannot possible check everything during COD. That is why only deal with legitimate seller with no dirty history.

Have checked with Maxis centre, it's not IMEI blocked. Will update here again when I've checked with several other mobile phone repair shops. So far one shop said will need to change the motherboard

I've managed to check with a friend's friend, he said confirmed it is telco blocked, but I'll need to check 1 by 1 which telco is the one that blocked it. So far only checked Maxis mega_shok.gif

Update, still unresolved and conclusion is a telco locked set just not sure which telco and whether it's unsettled bills or stolen.

Have passed to friend in SG and close case.

Still be wary when dealing with the username in this topic. I don't trust him anymore

Not planning to make a police report? Selling a telco leased set may be criminal. On par with selling stolen goods? You may even be liable if you don't surrender the item.
