[Serious] Public art installation, How tedious is the permit application?

Not sure if I'm at the right forum but here goes......
I'm planning to leave a blank canvas at KL Sentral as part of a public art installation, passer-by can freely add their fingerprint to the artpiece.
Has anyone done this before? Is there any website that can guide me through the process? or anyone I should contact?

Tbh, I've thought about the people that might conteng on the canvas, and all I can do is put up a sign and hope for the best.
