If you don't know about NetEase, they are the pc online / mobile games developer from China been working on some re-skin, Diablo type ARPG mobile games before. And the game always free but with micro transactions that you need to pay to win.

Also don't forget how D3 vanilla RMAH ruins the game experience, famous error 37, also the high ping lagging issue. This title is a simplify version from D3 so that all those evil ideas never work in D3 can be resurrected.

I don't think they really care about Diablo branding, as it is something come from Blizzard north (Blizzard north only produce Diablo 1&2), not their core title anyways.

I think they have consider the potential of this IP and it seems like people(outside Blizzard) already squeeze out the last juice looking at so many Diablo clone.
And the potential of a MMORPG like WoW also minor, Diablo is a hack and slash to loot item genre, their mind are limited on make an single player old RPG to something else.
