i mean, the way you phrase your question is not being  for not reaching 100Mbps,
but rather about your connection not up to 10Mbps.

and how do you confirm your upgrade, is your online Unifi portal showing 100Mbps Turbo Upgrade 2018?

The server you're downloaded from and timing also plays a part. ISP always say "up to" and not definite. You getting around 80% is great to them already. If you call for CS or whatever, won't entertain.. Now if you consistently getting 20-50Mbps over several days and absolutely sure it's not an issue from within your environment.. Then yeah, can escalate.

Q : with 10Mbps/1.25MBps before this, did you get maxed out to the dload speed to 1.xMBps?

100 Mbps = 12.5 MB/s

When I was using 100Mbps getting max speed (and slightly above) was no issue, pretty stable.
Not a fan of torrents though, I mostly use direct downloads with IDM (from sites such as real-debrid)

What router do you use?

This 1 time when I was using a shitty tplink Archer C60 (only has fast ethernet ports) because my WDR 4300 (gigabit) died..
*just happen to have the C60 that time because I bought it to be used as an AP for a project

I noticed I was mostly getting 90+ Mbps on speedtest despite trying with different servers a few times

When my Archer C7 arrived, I was back to easily getting 100Mbps and slightly higher; most of the time 10XMbps, sometimes 11XMbps

Just a suggestion, but did you try with another router?

Just to be sure, can you even get consistent 100Mbps on speedtest.net or tm's version of speedtest?

What speeds do you get? And are the speeds consistent during the test?
