To answer this question; we have to tackle this problem:
Who's power has a larger area of affect?
Assuming both Peter's and Haitian's power have an area of effect of it taking space (something like Maya's), and that the area is theoretically a circle around them, which leads to two possibilities:
1. Peter's ability to absorb power has a bigger radius:
Which means before the Haitian can make Peter powerless, Peter already has the Haitian's power to stop abilities. Recall that the Haitian indeed erased Peter's memory, this hypothesis would only stand IF Peter already had the ability and did not know how use it.
2. Haitian's ability to disrupt abilities has a bigger radius:
This would mean that the Haitian would completely block out Peter's ability to absorb abilities.
The two hypothesis leads to one question:
Is the Haitian's ability to block out surrounding powers an "active" or "passive" ability?
The answer unravels in one of the graphic novels where he disrupts his father's spells just by being there. Which eliminates the possibility of hypothesis 1, leaving us with the only scenario.
So in short, Peter cannot absorb the Haitian's power UNLESS, there is a way to turn it off temporary.
