They need fan unless stated that it is design to run passively. Thermalright always does not come with a fan so that the user are able to choose them seperately according to their liking..

Yea, the good thing is that you can choose your own fan.There wont be any complaint about it being too noisy or too slow. The bad thing would be, you will need to spend extra to get another fan and to be honest, good fan does not come at a cheap price..

Not sure of the performance but it should perform well considering the number of fins and the larger heatpipes.
