Leong Hup International’s IPO will involve the issuance of up to 1.6 billion shares, representing 40% of its enlarged issued and paid-up capital, to raise proceeds mainly for the repayment of bank borrowings, capital expenditure and working capital.

Of the 1.6 billion shares, up to 1.495 billion shares, or approximately 37.38% of its enlarged issued and paid-up share capital, will be allocated to institutional investors, whereby 1.03 billion shares will be allocated to Malaysian institutional and selected investors as well as foreign institutional and selected investors. The remaining 460 million shares will be allocated to bumiputera institutional investors and selected investors approved by the international trade and industry ministry.

The company’s IPO will also encompass the issuance of 105 million shares to retail investors, representing approximately 2.63% of the enlarged issued and paid-up share capital of the company. Of the 105 million shares, 80 million shares will be made available to the Malaysian public, of which 50% are reserved for subscription by bumiputera citizens, companies, co-operatives and societies, while 25 million shares are for eligible persons.

when company is making good profit, you want to delist because you don't want to share the profit with others.

Now, the company is not doing good, huge debt, you wanted to list again to get others money to pay the huge debt.

63% of the IPO fund will be used to pay their debts for the next 6 months.

The price of the IPO doesn't tell or give you the slightest hint of whether a stock is cheap or expensive.
An IPO can be priced at 0.20 @ 20,000,000 share OR 2.00 @ 2,000,000 share. Both carries the same valuation. So by just looking at the price to buy stock is no different than gambling.
