KUALA LUMPUR: All Malaysians may soon have a national digital ID, says Gobind Singh Deo.

The Communications and Multimedia Minister said his ministry was looking to develop this "platform of trust" in cyberspace.

"A plan for a national digital ID is being formulated. This digital ID is not meant to replace the MyKad nor would it be mandatory for everyone," he said at the launch of the Malaysiakini e-commerce summit here Thursday (Oct 11).

Gobind added that a national digital ID is meant to provide a verifiable platform of trust.

"Let me give you an example. When one applies for membership in a certain organisation, more often than not, the organisation would request for a photocopy/image of your MyKad.

"That is not an example of trust nor is it 'verifiable'.

"In comparison, this is what a national digital ID can offer: You could apply to be a member of that organisation by registering your application using the national digital ID. This would be a trusted and verifiable platform," said Gobind.

This is the second time Malaysia is looking into creating such a platform. In 2011, the previous administration under former premier Datuk Seri Najib Tun Razak announced the 1Malaysia email project that was to form the basis of a national digital ID as part of the Economic Transformation Program (ETP).

The official government line then was:

"The 1Malaysia Email project is a government initiative in providing a unique and official email account and ID for the citizens of Malaysia.

"This initiative will serve to allow direct and secure communications between citizens and the government, as well as enhance the delivery of government services to consumers and businesses alike."

The RM50mil contract was awarded to Tricubes Bhd but faltered after it was revealed that the company was in the danger of being delisted because of financial irregularities. It was ultimately delisted in 2012.

There was also a grey area whether the project would be funded by Tricubes itself or by the Malaysian taxpayer.

The company was also going to charge government agencies 50sen for each email sent through its platform.

I don't need another national ID. What we need is to replace the mykad number to prevent frauds as we know all of our personal data has been leaked to third party.

Worsen, banks usually ask for dob and it is easily be guessed correctly from the mykad number.

Also, we don't want to carry another card or to remember another ID!

digital id is tagged to a single person and can be verified online easily.
ic number, is known by many people and anyone can pretend to be that person if used online. it requires physical card to perform actual verifications.

Sounds like the personnumer (person number) system in Sweden.

Which is quite scary when I first arrived in Sweden. It's a lot like MyKad - your DOB and then last 4 digits is random and supposed to be pin.

But the personnummer system is integrated into all systems everywhere, from government to private businesses.

Anything you sign up like open bank account, go dentist, or discount card also use the personnummer.

Same with any website you log in to, there is no user name just use the personnumer.

It is really convenient, but also quite scary. You go to any store, if you forget your member card just tell the cashier your personnumer they will give you the bonus points/discount.

it's a bit scary to imagine that all your personal information can so easily be accessible by anyone with just 4 numbers.

Very good tools for voice suppression as well. Basically, gov know where you go and what you do. If combined with GLC, then.. you imagine it. digital id is usually some form of data such as a file you stored on your computer, or issue as a smartcard or anything similar. so you usually will not "know" other people digital id as in "knowing" other people ic number. if you "know" other people digital id, it means you have duplicated their data and yes that will mean you can pretend to be them. the user of a digitial id need to safeguard their own file/card/etc so that other people cannot get hold of it.

the difference from ic is that digital id can be read by computer/smartphone/tablet or any electronic reader device and verify the info contain within online. so government website can verify your identify correctly for example. if ic is used in this case, government website will require you to go to nearest branch and present your physical ic to verify your identity.

for example, bitcoin wallet, is also a form of digital id.

BankID is incredibly clever and safe solution, only drawback is that it can be used by fraudsters who take advantage of the fact that the technology is used by people who do not understand it all. I.e. people are tricked into taking out loans or transferring money using their electronic id by third parties acting as middlemen, often over the phone.

Personnummer is actually just like NRIC but more widely used by both private and public institutions as unique identifier.

Well the number is issued by the department that handles taxes, called Skatteverket.
I'm not sure if there is a separate National Registration Dept.
