digital id is tagged to a single person and can be verified online easily.
ic number, is known by many people and anyone can pretend to be that person if used online. it requires physical card to perform actual verifications.

digital id is usually some form of data such as a file you stored on your computer, or issue as a smartcard or anything similar. so you usually will not "know" other people digital id as in "knowing" other people ic number. if you "know" other people digital id, it means you have duplicated their data and yes that will mean you can pretend to be them. the user of a digitial id need to safeguard their own file/card/etc so that other people cannot get hold of it.

the difference from ic is that digital id can be read by computer/smartphone/tablet or any electronic reader device and verify the info contain within online. so government website can verify your identify correctly for example. if ic is used in this case, government website will require you to go to nearest branch and present your physical ic to verify your identity.

for example, bitcoin wallet, is also a form of digital id.
