Is Time internet throttling download speed from certain websites?

I noticed the download speed is very slow for sites like nhentai and exhentai lately. I'm getting speeds like 80~300KB/s for downloads. Used to be 2-4MB/s for those sites a couple weeks back.

I'm on 100Mbps subscription.

Is it normal if I get only 3-4MB/s (that's around 24-32Mbps) on wifi?

is there something wrong with malaysian internet recently?

I'm on TIME, speedtest says my speed is perfectly normal for my plan, but facebook loads slowly, especially the videos and reels (many of the reels stops loading halfway)

is anyone's internet kinda slow today? wondering if it's just something wrong with Time or a malaysian thing, like the undersea internet cables being messed up like last time
