I think it's bcos not all towers are fiberised hence resulting in congestion and lower bandwidth. However I'm beginning to notice some towers now have a TM optic fiber distributor box similar to those beside our houses gradually being installed. I hope this will improve the situation.

Solid 6Mbps Up and 6Mbps down.
Inside my phone...can even do 720p Youtube.

Bad news is it won't work on modded modem.
If that true...it mean UMobile have upgrade the sniffer system at my location thus no congestion at all.

That is the reason many say Maxis have superior network quality, because I do not think the internet can work anymore if the speed is capped to 512kbps on Digi. For Digi the speed needs to be at least 2Mbps for the internet to run smoothly, anything below 2Mbps the Internet is going to be either slow or totally unusable. The many different telcos may show the same 3Mbps speedtest result, but actual surfing experience on some telco may be faster and smoother.

IMHO 50GB and 512 kbps should be enough for casual mobile users.
