Went to tm point yesterday ask for downgrade my existing 100mbps with paying rm 199 to 100mbps rm 129 but the stuff told me still under contract not allow me downgrade is that true if under contract not allow downgrade my plan to rm 129? But both plan look alike

Dlink dir-810 router not able reach 100mbps only 90mbps everytime speed test, any idea?
