this isnt gamble, the lucky draw is a value added.
same logic as many lucky draw. most people make the purchase because they wanted the item first, then the lucky draw.
gamble, on the other hand, is a person spend solely for the possibility the gain the prize, with nothing gain immediately after spending the money.
so TMT promotion should not consider a gamble.

Had a quick check and that's not buying lottery. That's just value added. Similar to many other promotions(bank lucky draw for example) like you guys mentioned.
Maybe poster earlier thought he/she buying a 'ticket' solely for lucky draw purpose
