Without knowing the project scope, there is no way to tell six months is too short or too long.
But in my experience, most projects could be delivered within 2 - 6 months time.

About the sort of software they do, since they aren't software powerhouse they will mostly based the talent recruit on supporting their vendor systems with close tie with some of their vendor companies? So does this mean within PetICT, the jobs are more sort of governance, regulatory, support kind of thing. That is ensuring that problems and bugs are fixed, reported to vendor and so on?

Do they station staff to work at vendor locations instead of PetICT office?

Normally how is the reporting structure like? If one goes in he will mostly be exposed and evaluated by his immediate supervisor only?

Finally the bigger question is, are the skillsets learned here more of a niche skillset or is the skillset very extensible to all organizations out there? Eg, if one is a Java programmer he can expect everywhere will be have a demand for Java programmer. How about those vendor-software-specific skillset in PetICT? Or is PetICT more about learning people skills like project management, negotiation?

9. Generally, yes. This is called "Flip the Pyramid" internally.
10. PET ICT office for support and sometimes at PETRONAS OPUs for projects.
11. Yes, but you may be assigned to projects and need to report to Project Managers.
12. Due to "Flip the Pyramid" approach, you will acquire more managerial, rather than technical skill sets. If you are technically inclined, you might want to consider working for PET ICT vendors.

Recently, many teams begin to adopt single sourcing and others are following suit. Instead of managing resources from multiple vendors, only one vendor is chosen as a single resource provider. The responsible team will manage that one vendor and they are expected to provide resources in timely manner, sometime by outsourcing resource requirements to another vendors.

There is no master list of PET ICT vendors that I am aware of and also, the vendors are likely to be different for each technologies. For example, .NET vendor is Vendor X, while SAP ABAP vendor is Vendor Y. Vendor X might outsource resource requirements to Vendor Z due to its limited talent pool or perhaps, part of their risk management strategy.

I would suggest you connect with PET ICT staff who is working on that technology via LinkedIn and ask who their vendor is.

Guess you work in the wrong team?

I get the opportunities to work in multiple roles - functional, technical, solution architect and now project manager. Be open to new opportunities and not limiting oneself to current role or technology.
