i never borther to apply for license...as most of the time my toy breed dog will be in the hse~and in my opnion i think the restriction is good in a way that pet lovers can reallyyy pay attention to their pets and also lessen chances ppl breeding huge amount dogs for profit gain but again who is the rite to judge how many dogs when some cant even pay attention to only 1 pet wherelse show owners have few dogs at their home and take good care of them...
