FYI, there is only 21 STPM because it's the january intake. January intake normally focus on SPM only. I think there should be more offers. Percentage of getting petronas scholarship is high, as long as you did well in your interview. Otherwise you can apply jpa, ptptn, mara, and more scholarships in coming in. You will surely get your fund, no worries.

All course in utp is getting tougher and more competitive. The benefit is that you get to learn more, and more competitive when you graduated.

It used to be IT only, but UTP wants their graduate to be even more competitive, so they require IT student to minor in business, hence BIS. UTP is setting up more new courses, and I haven't heard anything like software engineering. Perhaps its a specialization. Attend the Educamp and ask them. But you are in the right course.
