I guess its a little bit of both, read and try them out. Reading without trying them out is pointless so is trying different settings without knowing the knowledge of how the shot was taken or what causes the shot to look like that is also pointless.

Take your time to learn, patience and keeping on trying and I am sure you will be able to catch the techniques.
