If most of the population is rabun you may have to adjust the usual rules la. Especially Singapore only have how many people of military age only? Plus their army is conscript based so cannot help la if many civilian conscripts are rabun people. If they start reject rabun conscripts their army would be probably lose half of its people already.

If you can get someone who is not rabun, I prefer a not rabun person.
