unofficially the MOT & MOC u can delay , no need pay so fast. Many ppl take key and stay then after few years only proceed with the MOT, however u bear the risk of developer bankrupt then difficult to transfer title later on.
GST (on the house purchase price) is not applicable for residential property.
Valuation fees is not required for property under construction.
