what happen to the newly build econsave building opposite ecohill taipan...seems completed since mid last year but still no sign it will open

Just started to look for Bungalow land. Saw an attractive ad a few pages back late last year, with price of RM 660k for 10k sqft.
How is the development there so far? Is the title in SEH individual title or strata title? Is it possible for me to buy the land and ask someone from outside to build my house instead?
