In comic yes. But in this movie no.

There's been quite a debate about whether or not Skrulls will appear on the big screen in May 4th's Marvel's The Avengers and, while there's still no confirmation either way, MTV Geek managed to get their hands on some toy photos that should fuel the debate fire.

While the below figurine from the tie-in "Mighty Battle Skill & Strategy Game" certainly appears to be a Skrull, it's not uncommon for tie-in merchandise to sometimes borrow characters from the comics, even when they're not in the film. (Deathstroke, for example, was released as an action figure in the Dark Knight line).

Etrigan is not a villain and you are comparing a second-tier Superman villain (Mr.Mxyzptlk) with first-tier Ironman villain.

Talk about magic, Dr.Strange will feature in phase three of Marvel Cinematic Universe (most probably Avengers) and there is already a plan for his feature film.

Well I've got your point which you didn't grab mine. If magic cannot be translate into movie why would even Marvel consider to put Dr.Strange in 'phase 3' and plan for feature film. It's just an excuse to not have a real Mandarin.
