Based on abit of research and personal experience, BDO private servers requires good top of the line servers (very RAM intensive) while RO servers can get away with normal low-end servers (depending on player count) so you might want to add/estimate the costs.
Personally I feel building a RO server is better due to larger player base. BDO imo requires a large player base to be fun because end-game is mainly large scale.
My previous RO beta build was 128mb RAM and 1 Ghz CPU, managed to host up to 10 players (laggy during WOE test). So with 1GB ram and a better CPU will be enough to host about 200+ players. Of course, top priority is to make server bot-free to have 200+ hand players.
Again with 1GB ram, it should be able to host about 80 players for BDO. I have seen the development setup.
However like NightHeart mentioned, RO players usually dont stay for long. Some come and go. Including myself. I was a hardcore player 10 years ago. Once I enter my college days, I play for 2 months and quit. Few months later found another one and left not long after.
