It's obvious now that Roman is struggling financially to compete with the bigger and richer oil tycoons and balancing that with the new stadium investment.
It's also possible that "unfavourable investment climate" is part of the ongoing war between the Russian oligarch with the British government. If the British isn't even willing to give him a investor visa he sure as hell won't be investing up to a billion that will benefit mainly the British.

Roman Abramovich has personally taken the decision to put #Cfc stadium on hold after being denied a UK Visa. Unwilling to invest over £1billion into a country where he is not permitted to work.

Sky sources: Maurizio Sarri unlikely to become next @ChelseaFC manager amid concerns over previous behaviour. #SSN
[Matt Law] Chelsea knew about Sarri's past when they first considered him. If they don't end up appointing him it will have nothing to do with his previous history and everything to do with money. If his lawyers can make him a free agent let's see what happens. If not..
[Matteo Pedrosi] Sarri to Chelsea is a matter of days, the deal for Abramovich’s first choice could (and should) be finished next week. Sarri’s transfer targets: Higuain, Zielinski, Hysaj, Koulibaly.
feel like conte save england since he introduced 343 to epl, spurs, ars, mu, mc etc tried their own 343 most of the current england squad players play 343 before
Pep has been using 3 at the back long before he came to England.
It's not new to England either before Conte. Roberto Martinez was one of the first to popularize and successfully implemented it first at Wigan. Brendan Rodgers also used it for a period of time with Liverpool.
It just never got noticed in England before Conte because they didn't win the league with it. But just because they didn't win the league with it doesn't mean their implementation is inferior to that of Conte's when they have vastly inferior players. And in the same stroke, Jurgen Klopp is not the originator nor is he the innovator of Gegenpressing, the concept was introduced long ago and even in Germany there were proponents of it before Klopp. But Klopp using it to propel his underdog Dortmund to title wins obviously catches the media's attention and now the term Gegenpressing is often attributed to Klopp as if he is some genius who came up with it.

But we make it works till we won BPL, Now lots of team playing with the same formation
What I said, just because Roberto Martinez didn't win the title with it doesn't make his implementation inferior to that of Conte's, even if it's obviously Conte is a much better manager than he is. You can't expect Wigan to win the league no matter what formation they play.
Popularization is the keyword here, Conte won media admiration only because he managed to win the league with it, no one would've bat an eyelid if he didn't. Hypothetically speaking if Conte had used it to save West Brom from relegation for example like Martinez did with Wigan, it would still be an achievement because of how shit those teams are, but it wouldn't have caught as much media attention even if they were successful with it.
And there really aren't that many teams who are using it. In fact, I would say only Wenger's Arsenal were the only other PL team who were using it regularly as their main formation. Spurs uses it sparingly often rotating between 3 and 4 at the back.

Yo Mr Know-It-All, you contradict your comments; first you said Martinez popularize 343 then you said Conte did.
Make up your mind please. I thought you wanna be the best Mr. Know-It-All here in Football Lounge.
Yes it did get popular for a brief period of time a few years back but it died down rather quickly. Maybe because they didn't have the personnel for it long term or maybe because they simply thought Martinez got lucky with it. But with Conte doing it to win the title, it brought it to another level of popularity, considering Conte uses it for a lengthier period of time and winning title means much higher profile than just surviving relegation with Wigan.
No one would pay 70M for Morata though, not even Juventus. There are few clubs who can afford that kind of spending, even fewer are in need of a striker. Best outside chance is Milan if their potential new ownership takeover is successful. Milan were interested in Morata before he made his move, Morata is keen to return to Italy.
Matteo Pedrosi: Golovin has agreed to Chelsea move. CSKA Moscow want €30m but agreement could be found at €25m + bonuses.

It's 15 years since roman abromovich bought Chelsea
And 15 trophies. Say what you like about his lack of long term planning with managers, high demand for results that led to stagnation of youth development, or even his penny pinching ways in recent years, but his methods yield trophies and that alone is enough to satisfy most fans.
