It is related to town planning and development planning as well which is beyond out of TM's control area and takes half a decade minimum to plan and execute.
They can't pull a fibre line just to cater few houses that needs high speed. It has to be at a some sort of profitability ratio.
Then for old apartments that was not built to support fibrre, TM won't have the capacity to fix that up, it needs to be the property management to start that off, given that there is sufficient demands.
