im limiting the Temp to 73c just to sure card run lowered.. yes im noob. but running at higher temp feel not right..

It's more to do with the silicon lottery. My zotac trinity can do 1980mhz on 0.95v which is supposed to be the crappiest RTX3080.

Of course 3 better than 2 if fan size is same. But from what i saw, 2 fans always larger than tri fan, at least slightly if not by a lot. Also heatsink will be optimised for dual fan as well. No brainer just reduce 3 to 2 with everything remained the same.

it's not worth upgrading and is pointless. and the extra power it consumes is meaningless. much closer to a 3080 watts.

The problem is with the memory chips Those GDDR6X consumes a lot more power and way hotter than conventional GDDR6.

I've tested a lot of Ampere cards, 1000mV is usually good enough for 1,950MHz. Maybe it's just silicon lottery but usually Tier 2 brands are poorer overclockers.
EVGA, ASUS are the top ones.

Yes, the temperature usually fluctuates because utilization is always different between games. For example if you play Metro, it will generate more heat than Battlefield 5, etc.

GDDR6X uses more power, not to mention the 3070 already appears to be pushed to the limit of the ideal power/frequency curve for GA104, the extra 75++ MHz of the 3070Ti worsens it significantly.
Typically large 2fan designs use 110mm.

Haven't actually tried the 3x92mm slim fan option on my card yet. Gotta figure out a lazy way how to prop them up though, maybe I need to get some zipties. Or just get the Phanteks T30 since I can definitely get that to fit the 3080 Holo + Ncase setup.
Differs from card to card (RTX 3080 has higher achievable clocks at the same voltage compared to 3080Ti/3090 for example). The 3080 Holo I have on hand already achieves 1965MHz @ 1V.

Metro Exodus Enhanced Edition also broke most of my undervolt profiles.

My (not fully tuned) undervolt profile for Metro Exodus Enhanced Edition (the previous, more aggressive ones all failed this game anyway) is 1875MHz@850mV. 3080 not 3070Ti though so your mileage may vary.
