Yeah AMD generally shine in the entry level and low-mid range sector. But that has not been the case for the past 3 ish years. AMD cards were relegated to mining cards only so, they were hard to get and really expensive, thus people bought the 1060 and 1050 Ti like crazy for gaming. AMD for poor people argument went out of the window when they released Vega and now Radeon VII. Same price as the RTX 2080, performs worse and consumes much much more power.
For highend GPU, they kinda shoot themselves in the foot, large die generally hard to produce, and HBM2 increased the cost, plus limited availability, shop jacked up the price ect.
Also don't expect the high end GPU to be cheaper, and another thing is, Vega has untapped power (NGG fast path, RPM, ect), i don't think any game is actually utilizing it, except the Vulkan where Vega and lower end tier will shine.
A lot of potential wasted, if AMD keep baking these features into GPU, may be they will get utilized somewhere in the future
