Slow Download Speed on PC But Fine on iPhone

Does anyone know what the **tuut** is going on?
The ookla speedtest on my iPhone produces above average download speed result but when conducted on my PC, it dips all the way to 2Mbps. I'm using TIME.
Is there a setting in Windows that I need to tweak?
