Is there and Art or Law regarding parking matter for landed property with Strata Title? Can the Community Association or CM set the "parking rules" and enforce it to residents?

But for parking within the house lot, maybe not.

When a person bought a Stratafied property is because he wants to live in an organised community with rules and regulations. No annoying, inconsiderate neighbours, unregistered visitors or unregulated renovations to deal with.
Rules and regulations can be added, amended or deleted to suit the majority of the community in the next meeting.
Minority have to accept and live with it.
No rules and regulations will suit every residents. Owners have to be prepared when buying into this style of living. They have to discard their old habits when living previously in a non legal gng ... eg inconvenient the neighbour's house with their fleet of cars which the committee cannot do anything.
The owners have a set of rules and regulations now to teach and order them how to live in the new community!
Still not satisfied ... the affected owner can challenge the committee through legal ways. The court, judge and lawyer are there for a reason.

what kind of rules in the first place?
cannot simply park at common place - this confirm can enforce cannot park horizontal inside house - probably cant enforce

Usually purchaser will sign this together with the SPA. My advise to those buyers is always request a copy of this DMC before you confirm the purchase. Cause you need to check whether the rule and regulation suit you or not. This will save you a lot of hassle.
