The document that set all these rules is named as "deed of mutual covenant". Usually purchaser will sign this together with the SPA.cannot simply park at common place - this confirm can enforce

My advise to those buyers is always request a copy of this DMC before you confirm the purchase. Cause you need to check whether the rule and regulation suit you or not. This will save you a lot of hassle.
