i will say no, they are illegal.

for retail 1, you must have the coa sticker, no coa = illegal.

for oem, same as retail, unless the key is in your mobo bios then usually won't see coa sticker.

for volume, no coa, but you can't sell it like that to individual as someone said above.

conclusion = for personal use, buy and use only, no need worry. bcoz in malaysia they check and catch company only, no go for individual, yet.

for work use (you bring ur laptop to company use), highly suggest you buy a truly genuine key with coa sticker. but usually you can try ask for a free key from company.

company provided laptop/pc, company will settle.

Bought before from eBay, the key has expired date.
After few days can't be active already.
Meant for one time activation Nia.

Want to borrow this thread to clarify...

If I buy OEM license and build own computer from parts, doesn't that make me the OEM supplier? I could set it up myself or set it up for others, and if anything happens, I just call MS and ask them to reactivate.

Is this correct?

Q: I build my own computers--mainly so I'll know what's in them and dont have to fool with the manufacturers' alleged "tech support" while I'm in warranty. At some point in the future I'll probably want to build one with Windows 7--when I do, do I qualify to use the "OEM System Builders" version or do I have to buy a retail copy?

A: Yes, you can buy the "OEM System Builders" version of Windows 7. Many online stores sell it.

Basically, system builder version mainly used by Program/system developer for testing, research ,etc. It is not upgradable, no batch available and no support from Microsoft.
Therefore, not recommended for users usage.

I don't think it is for testing and research. In my years of using windows, I only ever had to call Microsoft on activation. All other support via online forums. I do, however, own retail win 7 for my working rig.

mostly Development Department in Corporate/Multinational company using it for their program development/research/testing in their standalone LAN as it is a waste to buy the license windows
