Similar situation here, tenant not paying rent. After Google then only realized cut electricity / water is illegal one.
Dunno why property law is so protective to tenant but not owner. The one who made the law think property owner must be so rich? It is mostly middle income people who struggling to pay back the loan every month.
Really stupid law.

Will it violate the law?

Will it violate the law? the agreement is just bvetween landlord and tenant. law is law. if follow the law, the only way is to obtain court order to evict the tenant. but i doubt anyone who do it as costly and time consuming. what my aunty did is make police report. she was lucky, the policeman followed her to the apt, but the tenant dont want to open the door. after that my aunty asked policeman, can she cut the electricity., the policeman said yes.
