MBB and Maybank Islamic are regulated by BAFIA 1989 and Islamic Financial Services Act 2013 respectively.
If you are using Ikhwan cards, I think you can do balance transfer to another islamic bank only.
I've done BT through my Ikhwan card to other conventional card without a problem.

I've cancel my MBB2 cards before and left with their Islamic card. After MBB2 reinstate their benefits I ask them to split the limit back to my new MBB2card without a problem as well.
I think MBB doesn't want to risk too much on a individual by giving two sets of credit limits even though islamic & conventional is on a different entity. So by splitting ours credit limit their risk exposure reduces and the chances of approval is higher.
