 D-Link router modem status light no blinking, Using DSL-G604T wireless router modem

I was helping my cousin to set up the WEP Encryption to prevent other people for using their internet connection as they been complain about slow connection. The first setting was unsucessful, so I reset the device. After reseting, I was able to enter the setup & do the setting. After a while, the system was like the page can not be display & I was not able to login to the system.

I reset a few times & still unable to login to the system. Later I found out that the status light was not blinking. Is the device dead already? I only touch on the reset button only. It there any way else to check is the device still working or not, I hope that I don't have to send it back for warranty which mean have to wait for few months to get the device back.

After reseting, on & off the D-Link Wireless ADSL Router few times, the status light still not blinking. I even leave it on for few minutes but and the status still wouldn't show any light.

The model is DSL-G604T & base on the user menu the system page Ip address is 192.168.1.1 but I still can't enter the page.

Also, I using dynamic ip address but when I check on the ipconfig, it show ip address as 169.254.99.118 with no default gateway.

Any other way to check the devide status?
