In the Msian Land Code (Kanun Tanah Negara 1965), a (land) lot is registered to one or many owners. In the latter, in the event of a transaction (e.g., to sell that lot) all owners must agree. If not, then that lot can't be transacted.

The above pose a problem for condo/apartment/flat owners because the building sits on a lot. To address the ownership/transfer problem/issue, the Strata Titles Act 1985 was introduced. The Act allows condo/apartment/flat owners to transfer their units (i.e., dwellings in the air) without the need to "touch" the underlying land title.
