I will just say what I experienced with Maxis for the past year. Before that, everything works just fine. If my memory served me correctly, since the beginning of last year, Maxis begin throttling FTTH during peak hours on weekdays. It was ok on weekends, thus came the suspicion of throttling.

Maxis will release all available bandwidth around 2AM everyday on weekday. All my torrents finished when I woke up even though they were like limited to 100kB/s when I added them during peak hours.

AFAIK, only youtube works fine all the time. Other streaming site, so-so. Have you tried on weekends or between 2-8AM?

The only thing that makes me happy with all this throttling is that I get 100-120ms when playing wangzhe on FTTH. Even friends on unifi struggle to get such ping. The bad is when you wanna download updates for phones etc, it can be painfully slow.
