 Can gov reclaim list hold land which hasnt end?

I was wondering does the government has the right to reclaim lease hold housing land which is occupied and havent reach 99 years? If yes, will there be any compensations and how will be the compensations like? Is there anyway for the occupants to bantah the claim?
