The reason why your macbook shows Fully Charged even at 99% is because you might have disrupted its charging process at 99% (charger switched off etc) and the reason why it wouldn't resume at 99% is because that's how macbooks handle charges.. if you try to resume charging at 98 or 99% it wouldn't do so to prevent OVERCHARGING. Overcharging is common for affecting battery performance and batteries that are Overcharged too often would have lower battery capacity as time goes on.
