i got this statement from DBKL and stated Cadangan nilaian RM9400 , and kadar 10% RM940 is wat i hav to pay...

Sounds like city council has revalued your property value and/or rate..so your new assesement payable now is RM 940

but y do i hav to pay this money when i didn't even asked for the service?

I believe you got the notice as the property owner.
While you didn't ask for the service, but I am sure you/tenant enjoy services of the council like street ligthtings, garbage collection, grass cutting,etc?

so is there any way to cut down payment or appeal?

There's a proviso for appeal.
But most times ppl are not successful.
Waste time, to attend council meeting (which can get postphoned for umpteem times) , then they will issue you a "duka-cita" letter.

its yearly thing...anyway jus giv a try for da appeal, at least 50-50

yea, my dad has an apartment in Tmn Kuchai Jaya. It's like RM1000 per year. and the condition there like shit.
the stairs smells.. the hallway is not bright.. nobody clean/ sweep the floor. the rubbish pile are as high as mountain..
and we still need to pay for it
