Not really rare actually. It happens to most development nowadays where there is only one master septic tank. IWK only goes to that master septic tank and do what they need to do. They issue the bill to let's say, the joint management body/management corporation (JMB/MC).

the JMB/MC then apportioned the charges in their billings to each individual properties.
