Pending means awaiting decision or settlement

Means they are looking at all the docs you submit, checking your background and decide whether approve the facility to you

They need to pre-assign a tentative limit, this is to inform all other FI that you're applying credit facility, in order to prevent over limit assignment.

Once approved, that's the highest possible limit you could get.
