And yes, pay using debit/credit card also can.
Both way will get a sms about your payment in USD, or any other money you are currently paying.

Unless you are a careless person, I will recommend paypal, as it convert to MYR by itself, then you just change it back to bank conversion and pay for it.
But I think just Googing the USD price which will automatic convert to MYR is also another good way.

Yup, card issuer = the bank that issue/give you the card, so the bank will do the conversion for you.
Because in US, there are a lot of company that is not under bank, but still issue/give credit card to people, so for simple, they just call them card issuer.
