The problem with f1 cars is that they cannot be driven too slow, else down force not working, and you don't have grip. Vettel went too cautious/slow.

Vettel also didn't expect the conditions to be improving on his last hot lap (ones that Hamilton went fastest) so he went all out on the lap before, thus didn't properly charged his battery.
