Actually this can be settled once and for all IF Dewan Bahasa & Pustaka people did a thorough research about it 5-6 years ago when people bring up this question.

Sadly, until now there's no definitive answer of which one is correct, so 'pegar vs pagar' still in debate but by DBP standard,  they still using 'pagar' officially.
