What was his previous card? Gold or Platinum level?
FCB VS income requirement is lower compared to Platinum.

MBB2Kard Premier: RM 120k
MBB VS: RM 70k
MBB2Kard Platinum: RM 60k
MBB FCB VS: RM 48k
MBB2Kard Gold: RM 30k

Gold --> FCB VS: doable
Gold ---> Platinum: depends
Platinum ---> FCB VS: no problem at all

Even though income requirement meets, doesn't mean you can get it easily.
Subjective to other criteria scrutiny.

If you did submit an income document during CL limit upgrade, no need to bring.
Just ask them to use back the previous document.

If you're pledging to FD, that amount is your CL.
I don't think income document matters anymore.

If got rejected, could be other reason.
Bad record in CTOS.

Fresh graduate can apply for certain credit facility including credit card with offer letter & degree certificate.
