I noticed the Wifi and Bluetooth toggles in control centre do not actually off Wifi & bluetooth, just disables them. Is this a bug or suppose to work like this?

Anyone experiencing Whatsapp notification problem after updating to IOS 11? Whatsapp messages seems not to be pushing through, until I open the app then the messages will flood in
