GPS should work even without SIM card. Nothing that telco can do to help your GPS.

For current 4G in Malaysia, band 3 and 7 is mandatory.
Upcoming band is band 8.
Webe uses band 5.

According to Mi A1 paper inserts, it supports band 1/3/7/8/20/38/40.
It will not be a suitable device for Webe if information is correct
