IMEI blocked by Maxis only? Can switch telco right?

Maxis blacklist your IMEI, means all other telcos will blacklist you as well meh?

Unless it is locked to Maxis SIM only (but this is not allowed in Malaysia)

That is why, Maxis blocks your IMEI, how does other telco know? Unless they share the blocking list.
