from what i can see, you only got few options:
1) get original owner to pay the bills and finish the contract (very likely to be impossible)
2) you pay off the contract yourself (stupid move)
3) continue to use as iPod (haha)
4) sell off to another country (looks like the best solution)

During lunch time, my cousin fetch me and go to the nearest maxis centre. that fella said, this is telco set and owner failed to pay the bills for 1 months. so that why maxis locked your cousin phone.. i like .. HMMMM... so now.. maxis asked my cousin to ask that owner to pay the bills. Any idea to solve this problem ??? HMM

how to know if its tie to any telco or not? anything can be checked in settings?

i think TS not telling whole story. Telco only bar services instead of lock the phone. I think TS opening this tered is trying to ask ktards here how to unlock the stolen phone.
