Normally it is done from below.
Reason:
As from below, the source of crack that lead to leaking can be found via the water dripping point, whereby PU can be injected from there and let the PU find its way to fill up the crack during pressuring.

If from above, then it is difficult to find the source of leak, so no way to start for the PU injection.
